Wait wait wait I know this! Isn't it Frodo talking about Barliman Butterbur? Because Gandalf said in the letter to Frodo warning him to get out of the Shire that if Butterbur didn't send the letter straight away, he would roast him? Which means it should be in the 'Strider' chapter... right?
