The ShinRa Mansion is located here for the Jenova project. The town was burnt down due to Sephiroth and rebuilt thanks again to ShinRa. The Mansion was spared by Sephiroths fire. Only the town was rebuilt to cover up the incident.

Tempest walked down a street, not looking at anyone. To do so would imply that she was actually interested in the people surrounding her, when really she couldn't care less. Tempest's eyes were currently blank to the world, only looking to see if she was going to run into any walls. Her mind wandered far from Nibelheim, to a place in her childhood. A man was showing her how to aim, squatting down to reach her height. The young Tempest furrowed her brows in concentration, and fired. It missed, and her temper started to rise. The man laughed, and gave her some more tips, and this time, she was able to hit the metal can they were using for a target. The man smiled, patted Tempest on the head, and her mind disengaged from the memory, focusing once again on the street in front of her. Why do you torture yourself, looking back like that? A small steady voice echoed from the corners of her mind. Since she didn't bother to think of an answer, it continued, Maybe because you don't have much of a present to live for. Scowling, she squashed the voice and continued silently on.

It's been burnt. the critical mind of Jael observed, walking down the street, his current nanny close behind. He didn't entirely mind Ariane; she didn't ask stupid questions and drove him wherever he wanted to go in this world. It was a strange world: it was his goal to as quickly learn as much as was physically possible about it in a short time.
This was made possible by the fact that unlike his last nanny, this one wasn't forcing him to go to... augh. Public school. It's unhuman and entirely fool-ridden, why they allow such monstrosities to exist on the face of any planet inhabiting the known or unknown galaxy.
Of course, the town was rebuilt to cover something up. There were just vague marks, here and there, that picked at the cynical parts of Jael's mind. And all the people...

Against her will, something caught Tempest's eye. A boy walking with a girl. She seemed to young to be his mother, but you never knew. It also seemed like he was the one in charge. He wasn't saying anything, but he was walking ahead of her, and she was definitely following where he wanted to go. Since now she was interested, Tempest decided to stare, and follow this strange pair.
At the very least it will be something to distract myself. Tempest thought as she shrugged. She walked casually, still ignoring the general populace. The boy was.... intriguing. She felt compulsed, partly by the extreme boredom that had lingered since her last job, to find out more.

A few minutes had passed, the silence walking on and on...
And then Jael stopped, grabbing his nanny's arm to halt her. She jerked to a bit of a quiet stop, giving him a weird look, but he had turned, looking behind them until finally his eyes narrowed and set on one place in the town's populace.
"You there. You, girl. Why are you following us?"

Instantly Tempest's temper rose and she gritted her teeth. She forced her tone of voice to remain even.
"I thought you looked strange, leading around the other," she looked into the nanny's face. "I wanted to see why."

Ariane glanced up at Temptest with a bit of an amused grin. "He wanted to lead the way. Is there any problem with that?" Jael went silent to let Ariane speak. There was some characterisation that had to be kept.

Tempest paused before answering. If she just let her mouth start saying things, anything could happen.
"It's more than that." She had an intuition about somethings, a trait cultivated over many years of watching different kinds of people. "He's not just leading the way, he's in charge." A small smirk tugged at the corner of her mouth. "And the way he called me 'girl' just now? Not really the word most young boys would choose to use."
